The Trac attachment handler should support monitoring progress when posting an attachment.

Benny, I pushed a change here: https://git.eclipse.org/r/#/c/11721/. Not sure if that's what we are after. It looks like the getContent() method already uses a progress monitor even though it doesn't show accurate progress information.
