Here some more details. TeamUIUtil.getComment() is called with an empty IResource[] array so I get FocusedTeamUiPlugin.getDefault().getPreferenceStore().getString(FocusedTeamUiPlugin.COMMIT_TEMPLATE); How are you triggering the commit? It works for me if I use Team > Commit on a file or Commit on the repository in the Git repositories view. Note that there are some limitations with the staging view (bug 348744).
