Here's my best shot at explaining this.

When you have a bunch of tabs open so that the list of open editors appears, opening a new a new editor will put the current editor at the end of the list, removing it from the 6 or so viewable tabs.

Indigo was smart about this and would put the new window in the last open tab that was visible.  I'm not sure about all the use cases but it would always keep the previously opened tab visible, not buried in the dropdown list.

To reproduce:

Open 20 windows or so.
Select the first editor.
While the first editor viewed, open another file previously unopened file.

Expected: the first editor should still be visible as one of the tabs.

You can switch to the old MRU behaviour by editing your CSS - http://wiki.eclipse.org/Eclipse4/CSS or switching to the classic theme on Preferences>General>Appearance

solution is to switch to the classic theme, install the CSS-Editor and set the mru or install a theme that allows you to customize this (https://github.com/jeeeyul/eclipse-themes)
