The user must be able to change the order of the elements in the navigator. Currently this order is fixed by the displayed name and can't be modified.

I hereby confirm that the code of the patch/enhancement was written entirely on my own and I agree to contribute the code to Eclipse under the terms of the EPL.

Just turning off sorting for the Navigator results in the projects being ordered arbitrary, as these are stored in a HashMap.
