Currently some properties are restricted in Formal reviews depending on the phase.  There is no reason to prevent updates to the properties as corrections shall be possible in any phase.

A discussion is needed to define the scope of updates allowed by the formal review phases.
In essence, I think the limitations should be limited to regulate the transition of anomaly states and user participation.
