1. Go the the Settings page, then go to the Editor Theme or UI Theme category
2. To customize part of the theme, you click in the left-hand diagram to choose which rule you want to set.

It would be more intuitive to me if the guide text itself (eg. LINE NUMBERS, COMMENTS, etc) were clickable.
