if for any reason the user id under R4E preferences is empty and there is no valid LDAP configuration, 
when the user creates a review the created participant (with Organizer and Lead roles) will have no id.

That's weird.  The user id in the prefs should always be populated by default to the "user.name" system property.  We probably need some additional code to prevent user from setting an empty field in the user Id preferences
