Thanks to Gosia (bug 387646) the user profile page is back.  This is the page you see when you are logged in as the administrator and you open the user list, and then click on one of the users.

While reviewing this page I noticed that there is no vertical scrollbar for the page, you have to cursor up and down to see the whole page if your browser window is small.
