We decided in a UX review of login process to always disable creating an account automatically via OpenID login for 1.0. The only way to register is through the orion username/password/email form, and they can later associate that with a user id.

The email that is sent to validate accounts can include a hint to visit the settings page to associate OpenID accounts.
