On Ubuntu platforms, the background color for hover defaults to black, but the foreground color is still set to gray, making hover near impossible to read.

I don't think we should apply the fix until bug 361373 is fixed because it actually makes the hover worse for the common case where a single item is selected in the popup when it comes up.

With the platform bug 361373 merged into 3.8 stream, I committed our fix as well.
