As part of the Platform CBI code sprint, we're moving the aggregator repo over to /gitroot/platform/eclipse.platform.releng.aggregator.git

Thanh is going through committer elections, but since he needs to be working on this now I'd like to request a special ACL to allow the foundation.cbi group full access to this repo.  We can remove the ACL at the conclusion of Thanh's work.

I've added Thanh to the eclipse.platform.releng group, since it's the easiest way for me to give him the access he needs.  He will need to close any current SSH sessions and re-login for the new group membership to work.
