Sometimes I cannot debug my code using the shortcuts (F5, F6, F7..). Yet, it perfectly works by clicking the icons in the debugging toolbar, as well as using the "Run" menu.
Also, the shortcut keys are not shown in the tooltips or in the "Run" menu (e.g. shows "Step Over" instead of "Step Over (F6)".
In the shortcuts settings all these keys are bound correctly.

After some investigation it seems clear on when this happens.
Consider this scenario:
- I start my server in debug mode and set a breakpoint somewhere.
- Then I start my client which calls the server.
- The server stops at my breakpoint. I can start stepping through the server code. Everything fine so far.

Now, if I run my client in normal mode, since I don't want to debug the client, than the shortcuts ARE NOT available to debug the server code.
But if I start my client in the debug mode too, the shortcuts to debug the server 
DO WORK.

I didn't experience this behavior before Juno.

If you launch something in run mode I would expect none of the debugging actions to be enabled, depending of course on what kind of launch it is.

Is the problem with the shortcuts that they take a few presses to activate? If so this is bug 381886.

Can you provide some exact steps to reproduce? What kind of launch configuration are you trying to debug?

Marking as a dupe of 381886 since it sounds like there is a problem with the  shortcuts activating.
