Is it possible to grant the project lead (wprakash) and myself access to carry out the above tasks through the project portal. Right now we don't see any options to manage things like components or releases.

This should be fixed.  Looks like an oversight in marking Winstons PL status.  He should now be able to grant you access via the self management tooling.
