Systemtap provides 2 very similar preference pages/groups - Systemtap Grapging and GraphingAPI.
Systemtap Grapping contains a single property for refresh delay, while GraphingAPI is empty (single label).
Please merge them in single Graphing - there is no need to have systemtap redundancy nor API makes sense

Has this been fixed ? I see "SystemTap -> Graphing" but I cannot find the "GraphingAPI" page

I changed some time ago some configuration pages from Systemtap and I think that I merged that pages. If there is no GraphingAPI page, I think you can close it.
Take a look at project properties too. I don't remember if they create this pages at properties or just at window->preferences
