Make sure user names we create on orionhub are reasonable. We can derive user name from the left hand side of the email address, adding a counter to ensure they are globally unique.

We are instead going to switch orionhub registration to orionhub.org instead of eclipse.org/orion. With this form we will always have a user name, and we will have to add a separate field to ask for an email address.

This is invalid now that we are doing user registration directly at orionhub and always ask for both username and email (bug 390823). The idea here is that we could infer username from the provided email, but we no longer need this.
