Need to check to ensure we have enough validation of user names at creation time. In particular:

 - User names are globally unique
 - User names only contain valid characters for a URI

And JUnit tests to assert that only valid user names are accepted.

I decided to keep the validation simple and restrict user login to alphanumeric characters.
