I created a Simple Project using Korean characters as the name of the project.  
I left the project location as default.  When I try to add a New File under 
this project, the file gets created, but the workbench does not realize it 
exists.  An editor is brought up, but it says the file does not exist.  

If I create the project in a location other than default, everything works fine.

This is the version I am using:

J2RE 1.3.1 IBM Windows 32 build cn131-20030521

This is a limitation in the Windows IBM 1.3 VMs. The following Windows VMs do
not show the problem:

IBM 1.4.0
Sun 1.3.1_07 and Sun 1.4
