When the toolbar is not visible, Ctrl-3 has no effect. In previous versions, a dialog was presented regardless of the visibility of the toolbar.

Sorry, just found out that Ctrl-3 will actually turn on the toolbar, so my description is not precise. Regardless, this is still frustrating as I use Ctrl-3 all the time, so in practice, I cannot toggle off the toolbar.
