In Bug 386595 in order to speed up crawling search, we are using the current location as the search scope. This should not be applied in the Orion project that has the search support. We should always use root(just passing no location parameter into the search query).

Talked to Ken this morning regarding the scope of file name search crawler.
For 1.0 we will always use current file system root as the file name search scope.
That says in any page that has bread crumb, we can decide which file system and use its root.
