If a page needs to load some content the progress indicator spinner on the top right side of the page (id progressPane) spins as it should and is clickable. After the content is loaded the spinner image is hidden but still clickable. In my opinion there should be a special icon for no running operations, just to allow the user to request all recent operations.

We already had that. The Operations icon was distracting to users and it was not needed most of the time, so we decided to hide it when no operations are running.
