This bug is a copy of Bug 385400 targeted for 3.8.1

System property "org.eclipse.debug.ui.debugViewToolbarVisible" does not get
initialized properly.  It is only set on perspective change and when toggling
the visibility, but not when the view is brought to top initially.
Thus clients currently cannot rely on this state in all cases.
