Currently the server port must be set in orion.ini by changing the value of 'org.eclipse.equinox.http.jetty.http.port (a VM property)

This is the only server config option that must be passed as a VM argument. It would make more sense to have it in orion.conf with the rest of the options.

This is not quite true, the option 'orion.core.configFile', which sets the location of the orion.conf file, would still have to be a VM argument.
