We need to provide links to other committer tools. These links should only be accessible to committers; and hidden from all others.

* Eclipse infra status

The developer portal makes these links available through the "Eclipse Projects" component (click on "[tools] for all Committers")

I'm thinking this might be a good candidate to associate the rest of our Global Menu items that we need.  I think Committer Tools is a great name and we could implement this as a drop-down menu.
