check if OrionHub is referenced at https://play.google.com/store/search?q=ide+development&c=apps

This should be similar to the work done to support the Mozilla App store.  Create the correct manifest and publish in a known spot.  Will work with the Foundation who used the data we created for the App store and submitted it to Mozilla.

Implemented an android app that simply opens up orionhub.org on the mobile browser
