As requested in http://wiki.eclipse.org/Juno/Final_Daze, we should provide a p2.mirrorURLs property in our repository.

Added support for specifying a p2mirrosURL in publish.sh script. Pushed changes to origin master. As this script will be used to publish the final 3.8.0 release, may regard this issue as being fixed in 3.8.
