It is possible to do an empty commit on git status 2.  I did so by accident the other day.

I can see how one might want to do so on an amend, but not on a regular commit.

John mentioned in bug 380830 that we might want to disable commit completely when the section is collapsed.  I did a general fix for selection actions going away on expand/collapse, but did not do a specific fix for the commit action (which is not selection based).
