RC3: I use Install New Software to install downloaded ZIPs so
a) I know that all references are resolvable locally
b) I don't want to waste time on network accesses, particularly to 10kB/s sites such as Eclipse, or to bad update site references
c) I want to diagnose non-local references

But
a) the "Contact all update sites" keeps getting set between downloads
b) network accesses occur (using Wireshark).

Please make sure that "Contact all update sites" is sticky and that when unset no network accesses occur.

Does your local site contain references to external sites?

One of the sites that is most noticeable is mdt-uml2-Update, which I think declares lots of new sites and they all get visited before any installation occurs.

@Ed Willink, that is some contradiction, or you didn't understand previous question.
Initially you said "a) I know that all references are resolvable locally",
but then answered to Q "Does your local site contain references to external sites?" with "One of the sites .. is mdt-uml2-Update"

Did your zip file have all dependencies?
Was the problem solved? Does it work in Kepler?

No. But I sequence my installations in an order that is capable of local resolution, so no access to externally sites is actually needed.

A major problem was resolved by a changed in the mdt-uml2-Update to avoid an undesirable mirrorsURL.

Yes. "Contact all update sites" seems to be sticky now.

The option to not do remote accesses is Bug 407558.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
