The "View on Site" page displays a list of sites and offers a command (or alternatively, a link) for each site. It offers the ability to create a new site.

This should be a sectional page. The "New Site" command should be moved to the section header, not rendered inline in the list.

(Note: per bug 379014, since there's always a single section on this page, we should really be promoting the New Site command to the page toolbar, and there should be no visible section header. But I think that feature can be coded generically for any sectional explorer, so it shouldn't affect this bug.)

Mark, if you don't mind I would work on that too. I already changed the Site Editor and have been working on using selection model on our Sites page. I think I will touch "View on Site" soon, but during 1.0.
