1. Create a new site
2. Add a top-level folder (say "MyProject") using the "Add" drop-down button.
3. It gets put at a virtual path of /MyFolder

It should be placed at /  (the root), so that you can browse to the root of your site and see the files in MyFolder. That's probably what you want.
