The Orion localization relies on orion/bootstrap being loaded subsequently components that are bootstrap dependencies cannot be localized. Bootstrap needs to operate at the lowest level and minimize its dependencies.

I've checked in a simple workaround to unblock work on bug 380162 for M2.
