There's no point in displaying the "Committers" link in the left column if there are no committers to display.

There is no "Committers" link any more. We do have a "Who's Involved" tab that may be empty for a short time between project creation and provisioning (or in the rare case when a project has absolutely nobody associated with it). 

We may need a "problem disappeared" resolution for bugs...
