org.eclipse.jface.wizard.WizardPage doesn't fully support Bidi.  The title header is not working correctly

Reproducible: Always

Steps to Reproduce:
1.  Launch eclipse with the arg -dir rtl
2. Launch a wizard that uses org.eclipse.jface.wizard.WizardPage (e.g. Java Project or New Wizard Dialog).

The screen shot added clearly shows Windows platform.  This is a linux bug.

And to clarify, it does indeed work on Windows.  When this bug was opened we also discovered that it only applied to Linux.  We saw it on RedHat.  I am sure its not specific to Redhat.  But it is a bug that doesn't apply to Windows.

Yes, I only tested on Windows. So this looks like an SWT bug then.

Still reproducible on 4.8 M7, GTK3.22, Fedora 28.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
