The EDP provides for the project leadership to add/remove committers on a project. The easiest way to do this is to allow the PMC to elect members using the same mechanism that committers use.

PMC members do not have voting privileges.

I've split this requirement off Bug 198882.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

We've been making this work for a while now, with the PMC contacting the EMO to make the appointments. We do this rarely enough that this process works. WONTFIX.
