Support HTML help pages in archives. A JAR or zip file is a convenient way to 
keep the large number of HTML files of a Javadoc web together. The Eclipse 
help system should also plug-ins to contribute (and refer to) HTML pages 
located in archives. [Platform Help]

Help already supports documentation being zipped in doc.zip archive file.  The 
real problem was viewing Javadocs present in an arbitrary zip or jar, not 
formally contributed to the platform, and possibly outside of plugins 
directory.  Help had no API or support for viewing these files.

I have added support for extracting contents from archives, and enabled IHelp 
APIs to handle help resources specifying jar protocol as and resource href.
