META-INF is not included into the PDE build, therefore produced JAR does not contain MANIFEST.MF, and is not recognized as an OSGi plugin. Other projects (like EMF), include the META-INF.

Changed build.properties of draw2d.doc.isv and gef.doc.isv to include the META-INF folders. Pushed changes to origin/master. Will be included in 3.8M7. Resolving as fixed.
