when I left IBM I changed my email Felipe_Heidrich@ca.ibm.com to eclipse.felipe@gmail.com 

I am able to use the new email to login to the eclipse portal, dev.eclipse,  and even bugzilla, but bugzilla thinks that eclipse.felipe@gmail.com != Felipe_Heidrich@ca.ibm.com and does not grant committers privileges to eclipse.felipe@gmail.com

Felipe_Heidrich@ca.ibm.com should no longer exist and all places that point to it should be change to point to eclipse.felipe@gmail.com.
eclipse.felipe@gmail.com should have bugzilla committers privileges to:
eclipse
eclipse.e4
eclipse.incubator
eclipse.incubator.e4
eclipse.orion
eclipse.platform.swt
technology.nebula

Using the portal to change your email address has been deprecated, in favor of the site_login system.  I"m working on updating the portal to make this clear.

In the mean time I've compressed your accounts into a single account, so you should be all set.
