Add JUnit support for testing plug-ins. PDE should include JUnit-based support 
for testing plug-ins (an early version of this support is found in the 
optional org.eclipse.pde.junit plug-in).

Hmmm ... the plan item is to adopt pde.junit i.e. JUnit launcher only. I 
checked the download page and there is much more in the optional zip. How big 
is the actual JUnit framework and the launcher? I guess most of the files in 
the zip (15.7MEG) are the actual tests.
