I think auto-tagging per se is working just fine. 

As noted in bug 375807 there is still work to do to detect and send appropriate messages when there have been no changes. 

Not to mention, need to restore the "sending a message" to mailing list detailing the changes detected ... 

But, these issues seem of a whole different nature, so will close original bug as fixed, and continue the fine tuning discussions here in this bug.
