Even if we support a plugin globalization the string on UI supported by plugin won't change when changing browser locale. After changing the locale plugins should be reloaded and only then string displayed on UI will be changed.

This bug is not so problematic now, because all plugins delivered by Orion are localized on Orion site. Problems may occur only for plugins installed from the outside.
