1. Create a Makefile project with CDT 8.0.2
2. Change the refresh scope to a subfolder only, say testMakefile/subfolder
3. Close the project
4. Open Eclipse with a recent build of CDT 8.1.0 (I'm running 8.1.0.201203231008)
5. Import the project, check the refresh scope, it's now
testMakefile
testMakefile/subfolder

Fixed in master (along with bug 375859).  Thanks Dave!
