As stated on bug #374969, GEF-ALL-3.8.0M6.zip contains additional artifacts.jar and content.jar files. They should be removed.

Published I201203210208 and verified, GEF-ALL-3.8.0.zip does not longer contain the content.jar and artifacts.jar. Resolving as fixed.
