Orion needs to be prepared for globalization.

Lots of stuff done here. We should be OK in this release, but in M2 we won't have everything verified yet, so pushing milestone.

Language packs generated and tested. I think we may say Orion is prepared for globalization and open separate bugs for new globalization-related problems.
