The Hotkey Alt+4, I is used to add a new review item .  It works when adding part of a file as selection in an editor, but not when trying to add a whole file from project/package explorer.  It should

Even when the focus is on a file in the package explorer, the menu items from the pulldown are minimal. The "alt 4 + I " does not exist, the "alt 4 + f ", does not trigger the find review item either. If I use the option "alt 4 + z", it trigger the functionality in the review navigator
