in order to fix bug 370522 I had to add some margins around command buttons.  The net effect though is that in some presentations, specifically open resource and git status, there is too much space between items that have command buttons.

I need to come up with a hackaround for RC2, for example negative margins in those cases, etc.  The real solution will come in bug 371136 but I'm out of time.

there has not been an outcry on this issue so I propose to fix in terms of bug 371136 in 0.5
