When TreeViewer with columns has defined FocusCellOwnerDrawHighlighter and TreeViewerFocusCellManager each move through tree cells cause horizontal scroll bar move, even when you go up and down only. Of course problem appear only when Every time horizontal bar move for a moment to table beginning and back. This move is very fast and it can be observed (scroll is blinking) only with fast up/down traversal. I didn't observe similar problem with Table. 

Reproducible: Always

Steps to Reproduce:
1. Run attached snippet
2. Go to last column 
3. Try to traverse with keyboard up and down very fast
4. Look at horizontal scrollbar and look

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
