When there are multiple connections between two nodes, fan connection router is used to add bend points to them to avoid overlapping. If a connection is deleted, the "fan out" bendpoint position need to be recycled.

To repro this problem,

1. In map editor, create two destinations
2. Add a few highway routes between them and notice the bendpoints are added to them so the connections look like a fan
3. Delete the second route
4. Add another highway route between the two nodes and notice the new route doesn't take the position of the deleted route.
