1. Tab the Browse button on the Import from Zip dialog (in the Navigator) or the Apply Patch dialog (on the Repositories page).
2. Press Enter.
3. The open file dialog opens, but the original dialog is submitted and closes.

I have fixed this bug in the following commit in the bug370969 branch.
