The AIX and Linux PE JAXB resource managers are currently setting MP_RESD to either 'poe' or 'no'. Setting MP_RESD=no is currently invalid unless the user sets up networking tables in a separate step and results in messages

MPI-PAMI ERROR: pami_init() failed with rc(1)
ERROR: 0031-309  Connect failed during message passing initialization, task 0, reason: Not owner
ERROR: 0031-007  Error initializing communication subsystem: return code -1
ERROR: 0031-309  Connect failed during message passing initialization, task 3, reason: Not owner

To fix this, the resource manager needs to be able to avoid setting MP_RESD to any value.
