Just for future reference your PL can also add new components/milestones/versions by logging into the portal(https://dev.eclipse.org/portal/myfoundation ) with their VCS credentials and then navigating to 'Eclipse projects'->'tools for all committers'->'edit bugzilla components/versions/milestones' .
