When a breakpoint is hit
- It takes a while for the Debug view to settle down
- Once the Debug view is settled, it takes a bit more time for the breakpoint highlight to be updated in the Java Editor
- Step actions also crawl, likely for the same reasons as above

Open Breakpoints view
- The breakpoints take a while to appear (I generally have more than 20-30 breakpoints)

Couple of other committers also mentioned to me this sluggishness in Debug perspective, so it happens on more than one machine. I am on Win 7 but one committer uses a Mac.

Just to be clear this sluggishness is not seen on 3.8.

I presume this is a problem even when just switching between the 'Variables' and 'Breakpoints' view during a regular debug session, correct?

Yup. Though I think this is slightly faster than opening the Breakpoints view for the first time, or switching to the Debug perspective for the first time at the start of a debugging session and bringing Breakpoints view into focus.
